This Thursday’s activity marked the Guest Lecture by Dr. Upneet Lalli, the deputy director of the Institute of Correctional Administration in Chandigarh, a central government institution which imparts training to police officers and prison officer, on the Criminal Procedure (Identification) Act, 2022.
In this segment, she began by asking a few questions, such as what an identity is and why criminal identification is important. She then moved on to elucidate the key features of the aforementioned Act and what changes have been made since the previous act due to various technological advancements and other factors. She emphasized certain arenas of the Act which haven’t provided much clarity and lack limitations. Intriguing the audience even more, she went on to say that she believes, “the Devil lies in the details”.
She raised an area of major concern and spoke about how the data being collected might be misused. She also spoke about some questions that still remain unanswered even after the passing of the Act and suggested some more issues that need attention and questioning. Raising one major point of deliberation again, she questioned how is the security of the data being collected assured to the people.
She concluded by stating the advantages of the act and what challenges it may face as the law is not static and there is no law without an appeal. She also mentioned how it takes time for a law to be implemented properly. One needs to look deeply into how these laws were framed and the details should not be overlooked, just as she mentioned earlier, “the Devil lies in the details”. The floor was then open for questions from the students.
